Permanent Residence Card (Thường Trú)

The Permanent Residence Card (thường trú) is granted under Law 47/2014/QH13, Art. 39–40 (amended by Law 51/2019/QH14) to: foreigners with meritorious contributions or state honours; scientists / experts sponsored by a minister-level body; and foreigners sponsored by a Vietnamese-citizen parent, spouse or child. The family-sponsored route requires at least 3 consecutive years of temporary residence and proof of stable accommodation and livelihood — there is no fixed statutory income figure, so none is modelled.
