Flagship permanent-residency route under Ley 18.250/2008 and Decreto 394/2009 (documentation: Decreto 353/2023). No fixed minimum income or asset threshold — DNM assesses 'sufficient' means qualitatively from notarial income certificates, BPS work history, business registration or pension proof. Fees: 557.30 UI + 55.70 UI migratory certificate; Brazilian and Paraguayan citizens are fee-exempt. Permanent (cancelled if absent > 3 consecutive years).
