Under Art. 19 FNIA, self-employment for non-EU/EFTA nationals is permitted only if (a) it is in Switzerland's overall economic interest, (b) financial and operational conditions are met, (c) sufficient autonomous capital exists, and (d) the personal-qualification standard of Art. 23 FNIA is met (manager/specialist/qualified-worker). A 'lasting positive effect on the Swiss labour market' is recognised when the business diversifies the regional economy, creates or preserves jobs for local staff, involves substantial investment, and generates new orders for the Swiss economy. Counts against the same 2026 federal quota of 8,500 (4,500 B + 4,000 L).
