Provinces and territories (all except Quebec and Nunavut) nominate candidates for PR who meet their labour-market needs. A nomination grants +600 CRS points under the Enhanced PNP (Express Entry) stream — effectively an invitation guarantee. Base PNP applies outside Express Entry. May 11, 2026 PNP-only EE draw issued 380 ITAs at CRS 798 (underlying base ~198 + 600). Province-specific eligibility (occupation lists, education, language, employer support) varies widely.
