LMIA-based Work Permit (Temporary Foreign Worker)

An employer obtains a positive Labour Market Impact Assessment (LMIA) from ESDC proving no Canadian worker is available; the worker then applies for a closed (employer-specific) work permit. From 1 May 2024, positive LMIAs are valid for 6 months. From 1 April 2026, employers filing for low-wage positions must advertise the job for ≥ 8 consecutive weeks in the 3 months before applying. Wage = prevailing wage per ESDC / Job Bank. Not direct PR but the dominant feeder to qualifying for CEC later.
